Not All writers Make a formal outline....

 the mistake new writers make is: THEY DON'T HAVE AN OUTLINE..

ROB PARNELL SAYS...  new authors resist the idea that they should plan their work before they start. Having worked with thousands of authors over the years, I can make a bold statement of truth: writers who do not plan their books and novels rarely finish them. Indeed, I have been forced to make the conclusion that many would-be authors fail to plan their books because, for complex and perhaps subconscious reasons, they have no real intention of finishing them. Suffice it to say, 99% of professional writers use outlines and templates to guide their writing and, if you want to be a professional, then it follows you should emulate this example. Why not? Book template construction is often fun, straightforward, and usually fairly easy. The trick is to start simple, even for the largest and most ambitious works. Let’s begin by looking at templates for short works because these will give us important clues on how to organize longer works.
